Everyone asking this question has a specific region in mind, and it is almost never the one that goes first. The pattern is well studied, and the reason the answers online contradict each other is that two of them are correct at the same time.
The short answer
You do not choose. A critical review and meta-analysis in the International Journal of Obesity pooled 89 studies measuring visceral and subcutaneous fat by ultrasound, CT and MRI across every common approach to losing weight. Two findings came out of it together. The absolute decrease in subcutaneous fat was greater than the decrease in visceral fat. And the percentage decrease of visceral fat was always greater than the percentage decrease of subcutaneous fat.
Percent and pounds give different answers
That pair of results is why the internet cannot agree on this. One camp says visceral fat goes first, the other says it is the last to shift, and they are measuring different things.
Visceral depots are smaller to begin with, which the same analysis confirms. So losing a third of a small depot and a fifth of a large one gives you a bigger percentage change in the first and more actual grams from the second. Both statements describe the same body losing weight in the same week. Pick the wrong unit and you reach the opposite conclusion.
Proportionally, the fat you cannot see leaves fastest. In pounds, most of what you lose comes from wherever you were storing most.
Why the fat you cannot see goes fastest
Visceral fat sits around the organs rather than under the skin, and it is the depot most closely tied to metabolic risk markers. It is also more metabolically active, which is the usual explanation for why it responds proportionally faster to an energy deficit.
This is the good news buried in a frustrating answer. The fat that improves your blood work is the one moving quickest, even in weeks when the mirror is not cooperating. Early changes in how you feel, before anything looks different, are not imagination.
Upper body responds before lower body
A 2012 study in the American Journal of Clinical Nutrition took 23 normal-weight adults, overfed them, then brought the weight back down, measuring each region with DXA and abdominal CT. What it found was an asymmetry: upper-body subcutaneous fat and visceral fat increased and decreased proportionately with the weight change, while a gain in lower-body fat did not relate to the loss of lower-body fat.
Lower-body fat, in other words, was not simply the reverse of how it arrived. When it did come off, the change came from smaller fat cells rather than fewer of them, which is the same mechanism described in what actually happens to fat cells when you lose weight. Twenty-three people is a small study and it was done in normal-weight adults, so read it as a pattern worth knowing rather than a law. It does line up with what most people report.
Nothing targets a region
The meta-analysis is blunt on this and it is worth quoting the shape of the conclusion: no intervention preferentially targets visceral fat, with no differences between diet and exercise, weight-loss promoting agents, and bariatric surgery.
That covers a lot of marketing. Abdominal exercises build abdominal muscle, which is a real and useful outcome, and they do not preferentially empty the fat cells sitting over that muscle. The same goes for waist trainers, targeted creams and any protocol whose selling point is the region rather than the result.
The analysis puts the mechanism in one line worth holding onto: visceral fat loss is linked to subcutaneous fat loss. They are not two projects. They are one deficit expressing itself in two depots at different proportional rates, which is why the honest answer to "how do I lose it here" is always a question about the whole system.
Why the mirror lags the measurement
Regional change is slow to become visible even when it is already happening, and the reason is arithmetic rather than biology. A depot that was large gives up a meaningful amount of fat while still looking large, because the eye reads proportion and not grams. So the first weeks of a real, working deficit routinely look like nothing at all in the place you are watching.
Day-to-day noise makes it worse. The scale moves on fluid and food volume by more than a week of fat loss amounts to, which is covered in what water weight actually is, and the mirror is even less reliable because lighting and time of day change it. A trend line over several weeks is the only readout that survives both problems, and it is the one that will show a change before your reflection does.
What decides your order
Four things, none of them adjustable. Sex and hormonal status shape the starting distribution, which is why the same total loss looks different on different people. Genetics decides where your body prefers to store, and therefore where the largest depots are. Age shifts the pattern too, with visceral storage tending to make up a larger share over time even at a stable weight. And where you started determines what a given percentage looks like: a region holding more will give up more grams while looking less changed.
None of that is a reason for despair, and it is a reason to stop reading regional progress as feedback on your effort. The region that moves last is not reporting that you did something wrong. It is reporting where your body puts fat, which was settled long before this week.

The part you actually control
You cannot choose the address. You can choose the composition, and that turns out to matter more.
Every pound you lose is some mix of fat, muscle and water, and the ratio is not fixed. Losing a large share as muscle leaves you at your goal weight with less lean tissue than you started with, which is the difference between arriving somewhere you can hold and arriving somewhere that fights you. That ratio responds to two inputs: enough protein, and resistance training that continues through the loss.
